Are you allowed to use this as a front plate in California?
Perhaps it is better than no plate at all on the front?

No. In California, were allowed to use only what is issued. However, many cars on California roads do use front plates at all. I also see cars use decorative front plates. I was cited once for a non-moving violation and paid $10. Still contemplating...
