I have heard that it lets the vehicle remember ADAS settings between ignition cycles.
Does it also allow the vehicle to remember start/stop or HVAC recirculation between ignition cycles?

No idea about HVAC recirculating, but definitely does not remember start/stop settings

Here’s your $65 fix for remembering start/stop. I’ve had it for about a month and it’s awesome!

This is hopefully great news for you guys.
The software on the early Australian models was terrible and really was the worst part of the vehicle.
Since it was updated a year ago the vehicle has been fantastic.
We don't have ADAS thankfully but the rest was massively improved.

The delay like you are on an 80’s Sat phone or talking international. I have seen it mentioned on this forum several times and have had it for the entire time i have owned my vehicle including updates and service.

Interesting, 24.1 here and had both Android Auto and CarPlay across the "original" 24.1 software, CEL fix software, and then ADAS-persistent software and never experienced that
