Access to underside of front fenders?

Does anyone know how much access exists to the underside of the front fenders if you remove the fender liners? Contemplating installing some thicker aluminum fender plates using countersunk/flush mounted threaded hardware to match the stock fender plate hole locations rather than rivets and was curious if others have tried mounting fender plates in this manner? I would like the fender plates to be removable without having to drill out rivets down the road if needed.
