Restart engine warning

Its been a bit on the cold side here. Twice ive started up (after sitting outside in very cold temps -- ~5' F for a number of hours) and after a few mins, along with the overdue service message i seen a blue <Restart engine> message. First time i saw it and complied. Second time i was on the road before i saw it and finished the 15min drive. Petrol engine.
Related to the cold? Any ideas why?
 
Wait there is a message that actually tells you to restart??? If so IT built this software for sure.... I would have no idea why it would tell you to restart just kinda mind blown if that is the actual message.
 
Maybe there's a small purely mechanical function that was prevented from running by the cold. I'm guessing something like an evap purge port check where a small amount of moisture may have frozen a valve or similar. I'd stop and restart just to be sure nothing catastrophic is happening.

I would assume a restart would mean something to do with ASS function or maybe limp mode. EVAP can typically be bypassed without an error message.
 
I wasn't trying to be specific but, imle, evap issues usually set a DTC.

Yes, a Restart engine message. Believe it or not.
It was cold, more like 0 not 5' F.
This morning - at more like 5' I did not see it. Yesterday after the overnight and again after sitting for the day at <2' F in both cases is when it showed up. So in extreme cold. Not sure when I'll be able to check that again, its not usually that cold up here (close but rare to <0'F).
