I don't have cruise control when my trailer hitch mounted bike rack is plugged in. Is that normal?

On my UK vehicle, when towing a trailer (plugged in) cruise control is available and I use it. I haven't tried CC with the bike rack yet but can't see what difference it makes to the electrics if it is a bike rack or trailer. So to your question, NO it is not right.
