L track bolts?

Nothing actually secures the stud you have to the L-track. it get's tight (secured) when you mount your item to the stud and tighten it. If you really want to tighten just the stud, use a nut of the same thread and spin it all the way on. Then mount your item and secure it with the provided washer/nut. I've done that to keep the rattling down if I remove my item.

yes for some accessories this makes sense, but for others like my ski rack, its really hard to get a secure fit while trying to keep the stud, mount and accessory all aligned. In these cases I like to do as you describe and secure the stud and then separately mount the accessory. However, sometimes the included bolts are still too long.

I guess I could always just add a couple washers or nuts before adding the accessory to help eat up the bolt's space. Unmodified or without shorter bolts I'd need to add a deep socket to my tool-set, and would prefer to be able to use just a standard depth socket already present in the wera kit I have.
 
I have bolts like the ones you linked from Amazon and they work with my OEM L track. The bolts hold on the XSPEC panels on which the yellow fuel tanks are mounted (see image below).

I have bolts of different diameter that fit the L Tracks, see the links below, especially the first link under the heading USA.

I like bolts that are just the right length for the application. Just shorten them as needed. An abrasive cutoff wheel, hacksaw, or a visit to a machine shop can do it quickly. Fortunately I own one...
