The obsession with speed seems to be a world wide issue among many of the older generation. The more dangerous drivers are generally slow drivers. Driving too fast for the conditions can be dangerous for sure. But focusing on that does not pay as well as issuing massive amounts of tickets, and it certainly does not "feel good" like hammering everyone into unreasonable speeds.
