What would it take to charge through a dutch plug?

I have the leitner rack currently with a starlink up on it. What changes would be required, if any, to install a solar panel, connect it to a dutch plug, and have it keep a battery charged? Is this possible?
 
You would need to install a solar charge controller on the rack as well to regulate voltage before plugging into the 12v roof mount. It will need to be designed for outdoor use. Then you are good to go.

So the dutch plug can take reverse current? Would I just need to leave the switch for the roof outlets in the on position?

The simple answer is a no.

The more complicated answer...

You could hook up a small solar panel of 20W or less directly to the Deutch plug as it is small enough not to need a charge controller. This would charge your battery at (a pointless) 1.5A in bright sunlight with the overhead switches on.
These 20W panels are the ones you would normally plug into an always live cigarette lighter socket.

A more suitable solar system would need a dedicated connection from the panel to a charge controller near the battery.
