Is it squishy?
It looks like dried silicon/sealant that has been pushed out the nozzle of a caulking gun. Maybe something left over from production or post-production maintenance.

It doesn't look finished enough to be a production part. My next guess is some sort of production line widget. A temporary alignment pin that gets removed and discarded. Maybe dashboard installation.

The real question is what was happening with the OBD port and what did you plug-in? And what did you find?

After filling the tank I tripped a CEL. I used my MX+ to clear the code and when I removed the reader that thing fell from somewhere in that general area.
