I was looking at the steering set up as well to see if the location can amplify the sound and the hydraulic inlet and return could be an issue for air or cooling.
The system looks like closed loop hydraulic system where the resivior is used as a make up tank for the system with no hot return oil going back to the reservior, shown by a single hydraulic line to the reservior. The low pressure return line could benefit from cooler fins using the air flow more effectively to keep the oil cooler, particularly in high duty cycles to full lock and over the hydraulic relief. It is common for hydraulic systems to become noisier when the fluid temperature is too high.

I think they mostly facilitate cooling by turning the pump off. Meaning if your not inputting steering then the pump shuts down.
 
Quick Question: Speaking of cooling.. which radiator (absent in this picture) is at the front of the vehicle, on the left hand side below the headlight directly behind the bumper?

There are two coolers fitted into the wings behind the front bumper. Sitting in the vehicle looking forward, on the left side is the oil cooler for the transfer case and on the right side is an auxiliary engine cooler/radiator. This describes RHD. I'm unaware of they are swapped around for LHD. The simple way to confirm is the transfer case cooler does not have an electric fan whereas the engine cooler does. The fan is visible through the slots in the inner guard liner.
 
LHD is the same as RHD. Thank you Mr. Kent. Exactly what I wanted to know. Above 90F to 95F outside, that fan kicks on and my IG sounds like a jet aircraft preparing for takeoff. Oddly, if I turn the AC off, the fan turns off. But, its 95F outside, so I need the AC!
