It's the positive cable to the starter motor (green). That's a stainless braided sheath so it's fairly well protected. It's secured by a cable tie to the heat shield up higher (red) so you could cut that tie and reposition the cable a bit if it's pressing hard against the engine mount, otherwise it's ok as is.
