I also finally found the documentation online and my interpretation is that the light bar mounted like it is on the Expedition HQ website is not legal. I phone Expedition HQ and had a chat with one of the guys there. Although it wasn't explicitly called out as being legal in all states on the call, they agreed I could return it. I'll get a shorter one that fits below the top bar so it doesn't extend up or to the front of the bull bar. No doubt there will be some rule about protruding additions that may cause injury in an unknown or negative way should a pedestrian get involved.
