Reduced Stability?

In the manual the wording states:ESC OFF Mode [Reduced Stability] Display text: ESC OFF
I am wondering about this wording, does that suggest that the ESC is working but not at full capacity?
Because the only way I can truly turn it off is locking the Rear/Front diff and then it displays ESC and ABS OFF and if the ESC OFF button is pressed, it displays ESC OFF not available.
