Good spotting, may just be the angle but yes it does.

I saw it in another picture and it's definitely got some more rear height than stock

Just because you can doesn't mean you should

We had a (2" receiver) extended Reese hitch when we lived in Oz to get the tow-ball mounted bike rack clear of the spare wheel that hung on the back door. Expect that's all it is.

A few hours on a corrugated road might correct the flawed design.
