I read in a related article that elaborated INEOS North America was looking to put those 35 dealers in areas that would/could serve the target market. I'm guessing that means in areas primarily where off-roading is prevalent, say in California, Nevada, Colorado, Utah, etc. INEOS has visited Atlanta in the past year so I think that would be a likely urban location. I wonder what other urban areas they are looking at?
